FPI: according to PFC, final FPI is carried out after passivation. FPI is done as per ASTM E1417. ISO3452 is mentioned in brackets.
FPI needs to clean parts after to make sure that no residual penetrant solutions remain on parts.
Moreover, ASTM E1417 clause 6.8.2 states that “All coatings and other surface conditions, such as paint, plating, corrosion, etc., shall be removed from the area to be examined prior to penetrant examination. The penetrant examination shall precede any surface finish, such as anodize, except for in-service parts that may be examined without removing the anodize.”

Julien, below is the answer from Stefano Giacometti (Paolo Astori).
FPI is performed on bare parts after passivation but before any coating or finishing application as required. During FPI process we have an internal procedure to check the cleaniless of the parts before and after inspection (to eliminate residual of penetrant solution) as required by specifications. Both cleaning operations are included on FPI process. I confirm that our FPI inspection meets both requirements according to ASTM E1417 and ISO3452.
